Security Solutions for the Built Environment

Your independent security team, without adding headcount. ICP provides security planning for real estate development, with no stake in which guards or cameras you buy. We help developers, owners, and property managers build and run safe places.

Safe places are intentionally planned

The moments that matter most for security in real estate are the ones with the least support: a building delivering before its management team is in place, a new public space opening to visitors, an acquisition changing hands. Most security providers make their money selling guard hours or equipment, so their advice is never fully independent.

ICP works differently. We act as your fractional security department. We assess the property, design the program, help you select the right vendors, and stay on to make sure everything works. Our team combines real estate, property management, and operations experience with backgrounds in law enforcement, the military, intelligence, and security technology.

One partner, from first assessment to ongoing support

Assess

We evaluate your site, buildings, operations, and neighborhood, including crime trends and local conditions, to identify real risks and gaps.

PLAN

We design a security program that fits how your property actually operates: staffing, technology, policies, and emergency procedures.

Procure

We help you select guard, camera, and access control vendors, with neutral recommendations and contracts built around your plan and budget.

Oversee

We stay on as your security team, overseeing vendors, troubleshooting issues, training staff, and coordinating with law enforcement, so the program keeps working long after launch.

Why developers and owners choose ICP

We don’t employ guards or sell equipment. Our only interest is a program that works for your property.

Our Work

From a 235-acre waterfront redevelopment with 40 acres of public space, to a new mixed-use neighborhood that launched with zero onsite incidents, to one of the world’s most iconic luxury shopping streets, ICP helps the people who build and run places keep them safe.

A new mixed-use neighborhood in Washington, DC

“Before the first residential buildings delivered, the developer brought in ICP as its fractional security and operations team. ICP assessed the site, designed the security plan, vetted vendors, and coordinated with local law enforcement. Result: zero incidents onsite during prelaunch and launch. My experience with ICP was extraordinary. We needed swift action: a comprehensive assessment and immediate action steps to prepare the burgeoning neighborhood for residents and visitors. ICP met every challenge with expertise and creativity, while always keeping our priorities top of mind.”

A waterfront redevelopment in Baltimore

The development spans 235 acres with up to 14 million square feet at full buildout and 40 acres of public space. ICP provides physical site assessments, personnel training, law enforcement coordination, technology advisory, and helped establish the development’s Security Operations Center.

An iconic luxury retail district in Southern California

“One of the world’s most iconic luxury shopping destinations, home to more than 100 leading luxury brands. Its merchant association turns to ICP for tailored training that helps its businesses handle security challenges with confidence. Intelligence Consulting Partners transformed our approach to security awareness by replacing uncertainty with practical knowledge and confidence. For organizations seeking to build a positive security culture based on understanding rather than fear, ICP delivers outstanding value.””

The best time to bring us in

  • Before construction: security planning during design phase costs far less than security added later
  • 6 to 18 months before delivery: so the plan, vendors, and procedures are ready on day one
  • After an acquisition: a fresh, independent look at a property you now own
  • Before a major event or opening: protocols for crowds, VIPs, and public space
  • After an incident: a clear-eyed review and a plan to prevent the next one
  • When your current program isn’t working: an independent review of vendors, technology, and contracts

Common questions about security planning for real estate development

When should a developer bring in a security consultant?

As early as possible. Security designed in before construction costs far less than security added later. For projects already underway, 6 to 18 months before delivery leaves time to have the plan, vendors, and procedures ready on day one.

How is a security consultant different from a guard company?

Guard and equipment companies earn their money from the hours and hardware they sell. ICP doesn’t employ guards or sell equipment, so our recommendations are independent. We help you choose those vendors, then hold them accountable.

What does a security plan for a mixed-use development include?

Each scope is tailor made for the client’s specific needs. A typical scope includes a site and neighborhood risk assessment, staffing and technology plan, policies and emergency procedures, vendor selection, and ongoing oversight.

Do we need to hire a director of security?

Often not. ICP acts as your fractional security department, giving you senior security leadership for a fraction of the cost of a full-time hire.
