ICP is a full-service consulting company that provides custom threat assessment, interactive training and policy solutions for the specialized security needs of the local, state and federal government, foreign entities, private and public agencies, nonprofits, faith-based organizations and corporations.

OUR SENIOR STAFF

ICP team member backgrounds include active and retired specialized law enforcement and military personnel, intelligence operatives and corporate security experts. Each person is nationally or internationally accredited in their respective fields. We are a U.S. based organization that has deployed in more than 60 countries to educate and train individuals and organizations in government and private sectors.

Pete Eliadis

Founder/President/CEO

 

Pete is an international security expert with over 29 years of related experience. He is an international speaker and trainer who brings comprehensive command experience in various combative and intelligence fields from years of intelligence and special operations command. Pete has deployed in a multitude of continents, to include sustainable mentorships in Europe, Africa, Middle East, South East Asia and South America. He has also served as a Senor Counter-terrorism Advisor for various continents for the United States Government.

A tested and proven leader with experience from the small unit level all the way through leading multinational coalitions, Pete is highly skilled in developing focused teams. Pete has supervised a variety of sensitive tasks which include integrating foreign governmental operations in a manner to support United States security interests. Counter Intelligence Operations, Critical Incident Management and Special Event Protection, as well as a variety of Tactical Command Operations, to include Active Shooter training, from a holistic perspective are a just a sample of the tasks he has led to promote global sustainability. Additionally, Pete has led teams and Special Mission Task Forces in counterterrorism, low signature operations, and projects to organize, assist and train the security forces of foreign governments; and to further USG policies around the world.

Pete is a distinguished scholar holding a Master of Business Administration and Bachelor of Science degrees from Johns Hopkins University, as well as other degrees from the Naval Postgraduate School, Center for Homeland Defense and the University of St. Andrews, UK in Terrorism Studies. He is recognized as a certified trainer in a variety of subjects related to terrorism and nationally published in the arena of Operations and Tactics. Pete also volunteers as the Security Board Director for Mission OMNI, Orphan Medical Network International. He also volunteers on a Search and Rescue task force.

Mike Weller

Vice President/ Operations

 

Mr. Mike Weller serves as the Vice President for Intelligence Consulting Partners who provides management of operations while coordinating educational components to organizations in law enforcement, private security, as well as international organizations.

Mike is a growth-focused training and development achiever armed with over 28 years of multidisciplinary law enforcement experience. Background in command, supervisory management duties within police departments administrations, a certified instructor (18 years), with honorable military service (USMC).

Mike is a graduate from the University of Maryland University with a BS in Criminal Justice and a minor in Public Safety Administration. A continued definitive leader and a Train the Trainer Certified instructor, with substantial success in the development of personnel, with health, fitness, firearms, emergency vehicle operations, defensive tactics, officer survival, patrol procedures, active shooter training, train-the-trainer, and implicit bias training developed for law enforcement. Mike is recognized as an international subject matter expert and instructor on active shooter mitigation; creator & facilitator of numerous large-scale events for first responder exercises and events. He has deployed domestically and internationally, to include sustainable global mentorships. He is a tested and proven leader, highly skilled in developing focused teams, while offering creative and visionary insights. He understands and implements holistic community involvement as a solution to challenges.

Victor Lloyd

Senior International Security Consultant

 

Victor is a retired Supervisory Special Agent of the Federal Bureau of Investigation (FBI) and former U.S. Diplomat (Legat Attaché). During his distinguished career, he led multiple successful global FBI operations and directed a number of specialized programs and initiatives pertaining to Criminal and U.S. Intelligence Operations. He served his last five years in the FBI as a Legat Attaché overseeing the U.S. Government’s security and intelligence objectives in 19 countries throughout parts of the Middle East and Africa.

Victor spent his career conducting major investigations and instructing both domestic and foreign; law enforcement agencies, militaries, intelligence services, NGOs, and corporations on safety and security matters throughout the world. Having successfully resolved 11 kidnappings (KFR) in the Nigerian Delta, he was considered by the FBI and Department of State as a subject matter expert in KFRs, in addition to 15 other security disciplines. While stationed in Nigeria as the Legal Attaché, Victor was a regular participant of OSAC in Nigeria and the other Embassies within his 19-country area of responsibility. His presentations to OSAC in Nigeria included the complex social and political environments faced by corporations operating in the Nigerian Delta pertaining to criminalities related to kidnappings and piracy, and Boko Haram in northern Nigeria.

In 2016, Victor retired from the public sector after 26 years of federal service and cofounded Global Security Alliance. He has spent the last four years as a security consultant and trainer in Africa on matters pertaining to Anti-terrorism; and as a consultant to the world’s largest energy company (Saudi Aramco), on numerous financial and business continuity noncompliance matters rated to security and business risks. Additionally, he has developed and implemented multiple security training programs to ensure compliance with recognized International best practices. Victor holds is a Certified Fraud Examiner (CFE), and ASIS Certified Protection Professional & Physical Security Professional. Additionally, he holds multiple internationally recognized cybersecurity certifications, and the Association of Training Development (ATD) Instructional Design and ATD Training Certification.

Tanya Mannes Castaneda

Crisis Communications Advisor

 

Tanya holds the Accreditation in Public Relations credential and was named California’s 2018 Communicator of the Year by California Association of Public Information Officials (CAPIO). Tanya has developed award-winning strategic communications plans for clients ranging from government agencies in the transportation, educational and public utility sectors; nonprofits; political campaigns; and a $2.5 billion redevelopment project.

A sought-after expert on strategic and crisis communications, Tanya has presented at international and statewide conferences and serves as a career mentor through PRSA. Tanya has completed FEMA training programs and has participated in regional drills focused on marine and aviation security, terrorism, medical epidemics and environmental disasters. She is a graduate of the University of Massachusetts Amherst.

Christopher Powell, III

Senior Federal Businesses Developer

 

Christopher E. Powell III serves as ICP’s senior Federal Business Development Executive with 27 years of occupational experience in the Federal, State, and the Municipal government marketplace. Chris has comprehensive knowledge and understanding of the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulations Supplement (DFARS). He is well versed with White House OMB policies that have instituted and mandated Spend Under Management (SUM) Guidelines, including Strategic Sourcing and Category Management.

Chris has extensive experience developing GSA FSA multiple awards and GWACS schedules and other federal strategic sourcing vehicles. He has developed, documented, and published corporate processes and procedures to implement standard operating procedures as it relates to Business Development, Marketing, and Capture Management strategies.

As a Logistics and Facilities Management professional, Chris has executed facilities contracts where he has overseen 1,500 personnel in the relocation of agencies such as Naval Sea Systems Command, which relocated from Washington, DC to Millington, TN.

Chris’ passion for federal acquisition has made him a true asset for ICP.
